W.P.(MD) No.17946 of 2019 2.By ways of this Writ Petition, the petitioner makes a sweeping allegation, alleging serious violation in the disbursement of social service benefits.

3.This Court on 19.08.2019 pointed out there is no supporting materials to substantiate the stand of the petitioner and adjourned the matter. Today also no papers produced. We have gone through the affidavit filed in support of the Writ Petition as well as the petitioner's representation. There is no specific averment in the same and except use of the words, corrupt practice, illegality etc., the petitioner has not been able to point out any specific instance. 4.Before filing the Writ Petition, the minimum expectation of a public interest litigant is to conduct a study of entire matter and collect relevant materials and then approach this Court. This Court cannot be used as a fact finding body. On the pleading of the petitioner, we cannot grant any relief in this Writ Petition. 5.In view of the above, the Writ Petition is dismissed. No costs.
