2. The petitioner wants the petition mentioned appeal to be disposed of.

4. The first respondent is directed to complete the enquiry and pass final order within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is for the first respondent to pass order one way or other. All the contentions of the petitioner are left open.
