PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Certiorarified Mandamus, to call for the records on the file of the third respondent in connection with the impugned Circular issued by him vide his proceedings in No.R3/05917/2020, dated 07.10.2020 and the impugned Clause 6(b) of the Application for Career Advancement of Teachers issued vide his Circular in No.R3/14062/2020, dated 19.10.2020 in regard to prescribing Account Tests (ATS Part I and II) for promotion to the post of Associate Professor in Tamil Discipline and quash the both as illegal, arbitrary and ultravires and consequently direct the third and fourth respondents to promote the petitioner to the post of Associate professor under Career Advancement Scheme based on the Eligibility Criteria contemplated in the UGC Notification, dated 18.07.2018 as well as the Guidelines issued by the second respondent vide his proceedings in Letter No.16458/AU/2019-2, dated 16.10.2019 within the time limit that may be stipulated by this Court.
