The petitioner seeks for a mandamus to direct the first respondent to pass appropriate orders on the representation of the petitioner dated 10.02.2016 after considering the report of the second respondent on merits and in accordance with law.

Therefore, without expressing any view on the claim made by the petitioner, the first respondent is directed to consider the petitioner's representation dated 10.02.2016 and pass orders on merits and in accordance with law after giving opportunity of hearing to the petitioner as well as the respondents 3 and 4 within a period of six weeks from the date of receipt of copy of this order.

5. With the above direction, this writ petition is disposed of. No costs.
