2. Notice was served on the second respondent and was represented through counsel. Notice sent to Respondent No.1 was returned. Hence, this Court ordered for paper publication. Paper publication has been effected and proof of service has been filed. The name of the first respondent is also printed in the cause list. However, there is no appearance either in person or through counsel.

3. This Court heard the learned counsel appearing for the petitioner.
