Upon receipt thereof, the first respondent is directed to dispose of the same on merits and in accordance with law within a period of twelve weeks thereafter. I make it clear that I have not gone into the merits of the matter. The first respondent shall put the interested persons, if any, including the third respondent herein on notice before passing final order.
