O R D E R

Heard the learned counsel appearing for the writ petitioner and the learned Additional Government Pleader appearing for respondents 1 to 3.

2. Considering the nature of relief to be granted in this writ petition, issuance of notice to the fourth respondent is dispensed with.

3. The petitioner seeks implementation of the decision taken in the peace committee meeting held on 02.08.2022. I have been holding time and again that these peace committee meetings are bereft of any statutory backing or force and they cannot be enforced as such. Therefore, no mandamus can be issued as such for implementation. 2/4

4. I must observe that the writ petitioner would be definitely entitled to participate in any community festival. The question of excommunication is unacceptable in a democratic set up. If any specific instance of excommunication is brought to the knowledge of the revenue authority, it is the duty of the revenue authority as well as the jurisdictional police to take action in accordance with law.

5. With this observation and clarification, this writ petition stands disposed of. No costs. Consequently, connected miscellaneous petition is closed.
