ORDER
The petitioner has filed this writ petition for a Mandamus, directing the respondents to give adequate police protection and to provide permission during the "Kabadi Tournament" on 29.07.2024 at morning 6.00 a.m. to 6.00 p.m. and 30.07.2024 at morning 6.00 a.m. to 6.00 p.m. at Thanakkankulam, Madurai, by his representation dated 17.07.2024.

The learned counsel appearing for the petitioner submits that the petitioner is the member of festival committee of Arulmighu Petchiamman Kovil, Thanakkankulam, Madurai and during the temple festival, the villagers have decided to conduct "Kabadi Tournament" on 29.07.2024 and 30.07.2024 from morning 6.00 a.m. to 6.00 p.m. In this regard, the petitioner has made a representation dated 17.07.2024 to the second respondent and the same was rejected by the second 2/5
respondent by his proceedings dated 24.07.2024 on the ground of law and order problem. Therefore, the petitioner has filed this writ petition.
3. The proceedings of the second respondent dated 24.07.2024 discloses that they are two groups and there is a dispute between them and therefore, there is a possibility of law and order problem. But, the said proceedings does not reveal any criminal case registered against the groups. The petitioner seeks permission to conduct "Kabadi Tournament" in day time between 6.00 a.m. and 6.00 p.m.
4. The Police is expected to maintain law and order, not by rejecting such request.
5. Accordingly, this writ petition is disposed of with a direction to the respondents Police to grant permission and provide police protection by following the circular issued by the Director General of 3/5
Police, Tamil Nadu/Head of State Police Force, Chennai-4, in Rc.No. 007301/General I(I)/2019, dated 09.04.2019 and by imposing certain conditions. The respondents Police shall ensure that law and order is maintained during the Kabadi Tournament. No costs. 26.07.2024 ogy NCC : Yes / No.
