ORDER
The petitioner who is an aspirant to come into Indian Administrative Service, has come up with the above writ petition seeking for the issue of a writ of mandamus, to direct the second respondent to give admission to the petitioner for UPSC Civil Services (Preliminary) Examination full time coaching for 2016 at All India Civil Services Coaching Centre, Chennai 28.
2.According to the petitioner, he had applied to the first respondent to undergo training for UPSC Civil Services Preliminary Examination 2016 and participated in the entrance examination conducted by the first respondent on 22.11.2015 wherein he has scored 112 marks and obtained second place under O.C. Community. The petitioner was also provisionally selected and was directed to appear before the second respondent on 07.01.2016 for admission. In the meanwhile, the petitioner fell sick and was hospitalized between 06.01.2016 and 11.01.2016 for six days. Therefore, he could not appear before the second respondent on the date fixed along with his testimonials.
3.This Court is of the view that as the second respondent is only giving training for the IAS aspirants, it is the competency of the individual to get selected. Therefore, the second respondent is directed to consider the case of the petitioner for giving admission to the https://hcservices.ecourts.gov.in/hcservices/
petitioner for the UPSC Civil Services (Preliminary) Examination full time coaching for the year 2016 after completing required formalities. No costs.
