ORDER

The issue raised in this writ petition is not an adversary issue affecting directly the rights, privileges of the petitioner. Hence, the same cannot be entertained and decided by this Court as an adversary writ petition. In this regard, it is open to the petitioner to file a Public Interest Litigation, if he is advised to do so. On that ground, this writ petition is dismissed with the said liberty. No costs.
