Sangili Karuppan Thaneer Parai Kaludaikkum Magalir Nala Sangam, its office bearers, women members, employees, vehicles, machinery and properties to enable them to peacefully and lawfully carry on quarrying operations in Survey No.1372/1(Part-6) to an extent of 2.50.0 Hectare situated at Kamayagoundanpatti Village, Uthamapalayam Taluk, Theni District pursuant to the permission granted by the competent authorities, by considering the petitioner's representation dated 05.06.2026 and consequently restrain respondents 3 to 8 and their men, agents, supporters and associates from unlawfully interfering with the quarrying operations and threatening the members of the petitioner's Sangam within time frame as fixed by this Court. ORDER

Seeking to direct the respondents No.1 and 2 to provide adequate police protection to the petitioner's Sangam, namely Sangili Karuppan Thaneer Parai Kaludaikkum Magalir Nala Sangam, its office bearers, women members, employees, vehicles, machinery and properties to enable them to peacefully and lawfully carry on quarrying operations in Survey No.1372/1(Part-6) to an extent of 2.50.0 Hectare situated at Kamayagoundanpatti Village, Uthamapalayam Taluk, Theni District pursuant to the permission granted by the competent authorities, by considering the petitioner's representation dated 2/6

05.06.2026 and consequently restrain respondents 3 to 8 and their men, agents, supporters and associates from unlawfully interfering with the quarrying operations and threatening the members of the petitioner's Sangam, this writ petition, this writ petition is filed.

2. Since no adverse order is passed against the private respondents, notice to the private respondents is dispensed with.

3. The petitioner represents a self help group which was established with the noble objective of women empowerment. The members of the petitioner Sangam has been entrusted with the right of quarrying by the district authorities and the Sangam has obtained proper quarrying license with respect to the land in Survey No. 1372 / 1 (Part-6) to an extent of 2.50.0 Hectares situated at Kamayagoundanpatti Village, Uthamapalayam Taluk, Theni District. While the quarrying operations were undertaken by the collective efforts of the self help group women, the respondents, 3 to 8 have interfered with the peaceful conduct of the quarry and are seeking commission for the petitioner Sangam to continue their work. Hence, the petitioner has made a representation before the respondent police. Since no action has bene taken, the petitioner is before this Court.

4. The learned Government Advocate (Crl.side) submitted that the matter will be looked into.

5. Heard the learned counsel on either side and carefully perused the materials available on record.

In view of the above, the 2nd respondent police is directed to issue CSR, put the petitioner as well as the respondents 3 to 8 on notice under Section 64 BNSS and after giving an opportunity of hearing to both the parties, conclude the enquiry within a period of four (4) weeks from the date of receipt of copy of this order.

7. With the above directions, this Writ Petition stands disposed of. 12.06.2026 NCC : Yes / No Index : Yes / No gbg Note : Issue order copy on 16.06.2026.
