Heard both sides.

2.The petitioner wants to run a spa.

3.The petitioner is permitted to submit an application in this regard before the third respondent. On receipt thereof, the third respondent shall consider the same and give a disposal on merits and in accordance with law within a period of four weeks thereafter. If the third respondent issues no objection certificate, it is for the second respondent to consider granting license. If the petitioner obtains no objection certificate from the third respondent and produces the same before the second respondent, the second respondent will take a call in the matter and give a disposal to the petitioner's application within a period of four weeks thereafter. 2/4
