SAKTHIVEL, J It is contended that the first respondent had filed a writ petition seeking permission to survey his land, and an order has also been passed. However, it is contented that after the survey, the lands had been filled, blocking free flow of a water channel, and this has affected the petitioner herein. It is further contended that the petitioner had also filed a suit, and that this fact had been suppressed before the learned Single Judge.
