PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Mandamus, to direct the fourth respondent to issue electricity connection to the petitioner, based on the application No.04107101527 (DAP No.

340) dated 20.07.2010 and also dispose of the proceedings on the file of the fourth respondent pending in letter No.Se.Po/E.Pa/EE/O and M/Kulithalai notice intimation/ANo.052/137/21, dated 27.12.2021.

ORDER

This Writ Petition is disposed of at the time of admission with the consent of the learned counsel for the petitioner, learned Special Government Pleader for the respondents 1 and 3 and learned Standing Counsel for the fourth respondent.

2. The petitioner claims that the petitioner was issued with an Assignment Patta in the year 2010 and therefore, the petitioner has filed an application to obtain free agriculture service connection in the year 2021. The fourth respondent had also decided to issue power connection to the petitioner by recording 2/5

Readiness Certificate. However, the petitioner was unable to produce any other documents and during the interregnum, revenue records were blocked by the Tamil Nadu Government. Hence, the petitioner is unable to produce revenue records in her favour. Therefore, directing the fourth respondent to give power connection directly, at this stage, cannot be considered. The petitioner has to approach the third respondent for appropriate clarification as to why the Assignment Patta has been cancelled or blocked and the revenue records have been blocked.

3. The petitioner shall, therefore, approach the third respondent within a period of ten (10) days from the date of receipt of a copy of this order. The third respondent shall pass appropriate orders for the petitioner within a period of two

(2) months from the date of receipt of a copy of this order. Thereafter, the petitioner shall approach the fourth respondent for issuance of electricity connection.

4. In case the revenue records are clear, the fourth respondent shall issue power connection to the petitioner as expeditiously as possible as per usual 3/5

norms.
