Prayer: Writ petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents to give the first prize car and the certificate for the best bull to the petitioner herein within a time frame fixed by this Court. For Petitioner : Mr.R.S.Pandiyaraj For Respondents : Mr.P.Subbaraj, Counsel for the State, for R1 and R3 to R7.

O R D E R

The petitioner seeks a direction to the respondents to award the first prize car and the certificate for the best bull to the petitioner.

2. The petitioner states that he participated in the Alanganallur Jallikattu in the year 2019 and his bull bagged the third prize during the said event. Subsequently, at the Alanganallur Jallikattu held on 16.01.2021, the petitioner participated by entering his bull "Garudan" at the event. According to the petitioner, Garudan was adjudged as the best bull in the jallikattu contest and was given the first prize. Therefore, the petitioner was invited to the dais and the trophy was presented to the petitioner. As regards the certificate for the best bull and a car as the prize for winning the competition, the petitioner states that he was informed that such prize would be given subsequently by the Hon'ble Chief Minister of the State.

3. However, the petitioner asserts that the car and certificate were not given to him in spite of making more than one representation in that regard.

4. Mr.P.Subbaraj, learned counsel for the State, accepts notice on behalf of respondents 1 and 3 to 7. He submits that the petitioner's representation would be considered and disposed of.

5. The petitioner has enclosed copies of the screenshot indicating that he was presented the trophy for the best bull at the Alanganallur Jallikattu held in 2021. He has also enclosed photographs from the event, newspaper cuttings and his representation. As such, the petitioner has made out a case for the consideration of his representation.

6. Accordingly, the third respondent herein is directed to consider the petitioner's representation dated 18.05.2021 and dispose of the same within a period of six (6) weeks from the date of receipt of a copy of this order. In the event that the third respondent comes to the conclusion that the petitioner is entitled to the prize and certificate, the third respondent is directed to ensure that such prize and certificate are given to the petitioner 2/4

within a period of two (2) weeks from the date of arriving at the decision.

7. W.P.(MD).No.18409 of 2021 is disposed of on these terms without any order as to costs. Consequently, connected W.M.P(MD). Nos.15203 and 15205 of 2021 are closed.
