Respondent PRAYER: Writ Petition is filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorarified Mandamus, call for the records in pertaining to the impugned order of the respondent vide his proceedings in RFL/Thirumangalam/3/2019 dated 06.08.2019 and quash the same as illegal, arbitrary and without jurisdiction and consequently directing the respondent to register the sale deed of the petitioner and return the same, within time frame fixed by this Court.
