: Respondents Prayer: Writ Petition is filed under Article 227 of the Constitution of India praying for the issuance of a Writ of Mandamus, directing the second respondent to grant permission and protection to conduct Dance Programme (Aadal Padal) on 04.09.2019 at about 7.00 p.m. to 10.00 p.m. on account of the Temple Festival (Maha Kumbavisegam) at Arulmigu Muthuvinayagar Temple, Muthalipatti, Meisollinadu, Karambakudi Taluk, Pudukkottai District, by considering the petitioner's represenation dated.13.08.2019. O R D E R

This Writ Petition has been filed seeking a direction to the second respondent to grant permission to conduct a cultural program on 04.09.2019 in Arulmigu Muthuvinayagar Temple, Muthalipatti, Meisollinadu, Karambakudi Taluk, Pudukkottai District..

2.The grievance of the petitioner is that the villagers have proposed to conduct Kumbabishegam in the above said Temple. During the Temple festival, they have also proposed to conduct the cultural program, for which, the petitioner filed a petition before the second respondent Police seeking permission and police protection. https://hcservices.ecourts.gov.in/hcservices/ 1/2

W.P.(MD)No.18355 of 2019 So far no order has been passed by the second respondent Police, hence, the present petition has been filed.

3.Today, when the matter was taken up for hearing, the learned Government Advocate (Criminal side) appearing for the respondents, submitted that already there is a fight between three groups in the Village. Earlier, a Peace Committee Meeting was also conducted by the Tahsildar and all the groups appeared in the Peace Committee Meeting and they were agreed to conduct the Temple festival peacefully. But, however, the second respondent Police anticipating some law and order problem during the festival. A copy of the proceedings passed by the Tahsildar, Karumbakudi, is also produced before this Court.

4.It is seen from the above proceedings, all the three groups have agreed to conduct the Kumbabishegam festival in a peaceful manner. In the above circumstances, the second respondent is directed to consider the petitioner's application dated 13.08.2019 and grant permission by imposing necessary conditions, in order to maintain law and order, and monitor that the conditions imposed by the second respondent is scrupulously complied with by the petitioner and his villagers.

5.With the above directions, the Writ Petition stands disposed of. No costs.
