Heard the learned counsel on either side.

2.The petitioner has given the petition mentioned representation to the second respondent. The second respondent is directed to conduct enquiry and pass order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The second respondent is obliged to put all the interested persons including the rival party on notice before passing final order. I make it clear that I have not gone into the merits of the matter. It is open to the second respondent to pass order one way or the other.
