Rule 165(4) of Explosive Rules to the petitioner within the time limit stipulated by this court.

ORDER

This writ petition has been filed challenging the impugned order passed by the second respondent in his proceedings Na.Ka.No.E4/51309/2016 dated 06.08.2019, and consequently, seeking a direction to the respondent to grant renewal of licence, vide application dated 15.02.2019, for the period from 01.04.2019 to 31.03.2021, in Form No.20 under the Explosives Act and Rules and Form No.13 under Rule 165(4) of the Explosives Rules, to the petitioner within the time limit stipulated by this Court.

2. When the matter was taken up for hearing, it was informed by both sides that the document on the basis of which the petitioner's request was rejected has not been furnished to the petitioner.

3. In view of the above submission, without going into the merits of the matter, the impugned order is set aside. The second respondent shall 2/4

furnish the document referred to in the impugned order to the petitioner and thereafter pass appropriate orders, after affording an opportunity of hearing to the petitioner. The said exercise shall be completed within a period of three months from the date of receipt of a copy of this order.
