2.The first respondent is directed to conduct enquiry into the petition mentioned representation and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. It is open to the first respondent to pass order one way or the other. I make it clear that I have not gone into the merits of the matter. 3.The writ petition is disposed of accordingly.
