Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondents herein to publish a book covering entire syllabus for certificate course in Computer on Office Automation at affordable cost, by considering the petitioner representation dated 23.08.2021, within the time limit fixed by this Court. ORDER

The petitioner seeks consideration of a representation for publishing a book covering the entire syllabus for the certificate course in Computer on Office Automation at an affordable cost. 2.The petitioner states that it is an association formed in the year 2018 to provide services to typists and shorthand writers. The petitioner points out that a certificate course is offered by the Directorate of Technical Education titled certificate course in Computer on Office Automation. Such course is conducted twice a year. The curriculum relating thereto is formed by a committee of experts. The petitioner states that the course book covering the syllabus is very costly and not affordable for the members of the petitioner association.

Therefore, repeated requests were made to the department to publish a book covering the entire syllabus at an affordable cost. The present writ petition is filed because no action was taken on the petitioner's representation in such regard. 3.Mr.P.Subbaraj, learned counsel for the State, accepts notice for all the respondents. He points out that an earlier representation dated 18.01.2021 was responded to on 11.03.2021. By the said reply dated 11.03.2021, it was pointed out that a book covering the syllabus would be issued after receiving the recommendation of the expert committee for change of syllabus. 4.The request made by the petitioner appears to be a reasonable request especially keeping in mind the economic status of persons pursuing such courses.

Therefore, it is just and necessary that prompt action be taken in such regard by the official respondents. 5.Subject to the above observations, W.P.(MD).No.18224 of 2021 is disposed of by directing the first respondent to consider the petitioner's representation dated 23.08.2021 by also taking into account the observations contained in this order and to initiate action on such basis within a period of two (2) months from the date of receipt of a copy of this order. However, there will be no order as to costs.
