ORDER

This Writ Petition has been filed for the issuance of a Writ of Certiorarified Mandamus, to quash the impugned refusal check slip issued by the respondent dated 13.05.2025 in Refusal Number:RFL/Kariapatti/26/2025, refusing to register the sale deed dated 12.05.2025 presented by the petitioner and consequently, direct the respondent to register the said sale deed without reference to the ground non-approval of layout within the time stipulated by this Court. 2.Through the impugned order, the respondent has refused to register the sale deed stating that the petitioner has purchased a house plot situated in an unapproved layout.

3.The learned counsel appearing for the petitioner has produced an encumbrance certificate before this Court, which reveals that the plots were sold as early as 10.01.2011. Upon verification, it is noted that there are four boundaries, with a road on the northern side, and that the earlier plots were sold prior to 2016. Further, the roads are in existence and the same was not newly created. Therefore, the reasoning cited by the respondents is erroneous. 2/4

4.Accordingly, this writ petition stands allowed by quashing the impugned refusal check slip issued by the respondent dated 13.05.2025 in Refusal Number:RFL/Kariapatti/26/2025. The respondent is hereby directed to register the sale deed dated 12.05.2025 presented by the petitioner.
