Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Certiorarified Mandamus, calling for the records relating to the impugned order passed by the second respondent in his proceedings in Ref.No.840/A1/2015, dated 04.03.2016, insofar as promoting the fourth respondent as Deputy Manager [Engineering] is concerned and quash the same as illegal and consequently to direct the second respondent to promote the petitioner as Deputy Manager [Engineering] taking into account of the petitioner's seniority and qualification in terms of Special Bylaws of District Co-operative Milk Producers Union, within the period that may be stipulated by this Court.
