Heard the learned counsel on either side.

2.The third respondent is directed to conduct enquiry into the petition mentioned application and pass final order on merits and in accordance with law. Since the petitioner had expressed certain practical difficulties in uploading the on-line application, the petitioner is permitted to submit the application in person. The final order shall be passed within a period of eight weeks from the date of receipt of application from the writ petitioner. 3.The writ petition is disposed of accordingly.
