2. The only request made by the writ petitioner is that the petition mentioned appeal should be expeditiously disposed of by the third respondent.

3. No exception can be taken to the said request. The third respondent is directed to dispose of the petition mentioned appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.

4. I make it clear that I have not gone into the merits of the matter. The third respondent shall put all the interested parties on notice before passing final order. It is open to the third respondent to pass final order one way or the other. This writ petition stands disposed of. No costs.
