Heard the learned counsel on either side.

2.The first respondent is directed to conduct enquiry into the petition mentioned representation and pass final order on merits and in accordance with law within a period of sixteen weeks from the date of receipt of a copy of this order. The first respondent shall put all the stakeholders on notice before passing final order. It is open the first respondent to pass order one way or the other.
