Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing the respondent herein to change the petitioners name Affrasi Abdul Nazar in the birth certificate bearing registration number 2360/2000/6 into A.N.Hijas and reissue the same by considering the petitioners representation dated 21.06.2025 in the light of the Tamil Nadu Government Gazette, dated 23.03.2016. ORDER

The petitioner has approached this Court seeking Writ of Mandamus, directing respondent to change the name of the petitioner from Affrasi Abdul Nazar to A.N.Hijas in the birth certificate bearing registration number 2360/2000/6 and reissue the same by considering the petitioners representation dated 21.06.2025.

2. The petitioner has made an effect name change in Gazette publication in Part VI Section 4 in Gazette notification, dated 23.03.2016 to that effect. The petitioner has also altered his name in Aadhar Card, Driving license, pan card, passport and educational certificates, which are enclosed herein. Therefore, Section 15 of Tamil Nadu Registration of Births and Deaths Act, 1969, cannot be strictly applied to hold the power in making correction and amendment. Several orders have been passed in this connection, including the order in W.P(MD) No.13468 of 2023, vide order dated 13.07.2021. There shall be a direction to the respondent to effect name changes in the birth register of the petitioner within a period of three weeks from the date of receipt of copy of this order.

3. With the above direction, this Writ Petition stands disposed of. No costs.
