2. The case on hand pertains to what can be called as PACL issue. The petitioner has to necessarily go before the first respondent and obtain relief. It is not possible for this Court to hear the matter.

3. With this liberty to the petitioner to approach the first respondent, this writ petition is disposed of. There shall be no order as to costs.
