Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for the respondents 1 to 3.

2. Considering the nature of relief to be granted, issuance of notice to the private respondents is dispensed with.

3. The prayer in the writ petition has been negatively worded. This Court will not be justified in restraining the statutory authorities from discharging their statutory functions. The writ petitioner may have a case on merits, but this writ petition has been prematurely instituted. As and when the writ petitioner's rights are affected, it is always open to the writ petitioner to move this Court for appropriate relief. 2/4

However, the second respondent is directed to conclude the enquiry pending in Na.Ka.No.A6/2305/2017 on merits and in accordance with law within a period of eight weeks from the date of receipt of a copy of this order.
