Respondents 1 to 4 PRAYER: Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents 1 to 4 to provide Special Police officers exclusively as enquiry officers among the strength allotted to each police station and allotting reasonable police strength for the execution of their work in each police station for fair and proper enquiry of complaints in time and issue the CSR for that complaint by stating the correct reason mentioned in the complaint and conduct proper enquiry by the particular enquiry officer appointed who receives the complaint and register FIR if prima facie case is made out and entering the each and every step of enquiry in short note or diary specially supplied to him and dispose the matter either by registering the FIR or close the complaints with proper reasons.
