Prayer: Writ Petition is filed under Article 226 of Constitution of India, to issue a Writ of Mandamus, to direct the respondents 1 and 2 to issue equivalence certificate to the B.A.Psychology and Sociology studied in Lady Doak Collge, Madurai as equivalent to B.A.Psychology by considering the proposal dated 09.08.2019 submitted by the Lady Doak College, Madurai.

ORDER
The prayer in this writ petition is for a Writ of Mandamus, to direct the respondents 1 and 2 to issue equivalence certificate to the B.A.Psychology and Sociology studied in Lady Doak College, Madurai, as equivalent to B.A.Psychology by considering the proposal, dated 09.08.2019, submitted by the Lady Doak College, Madurai.

2.Heard Mr.V.Paneer Selvam, learned counsel appearing for the petitioner, Mr.V.Anand, learned Government Advocate appearing for the respondents 1 and 2 and Mr.K.K.Senthil, learned Standing Counsel for the third respondent.
3.With consent of both sides, this writ petition is being disposed of at the admission stage itself.
4.The petitioner completed the course called 'B.A.Physhology and Sociology' in Lady Doak College, Madurai. However, the degree awarded by the Madurai Kamaraj University in this regard seems to have not been treated as the equal degree of B.A.Physchology and B.A.Sociology awarded by other Universities and therefore, the petitioner and similarly placed persons seem to have not been in a position to get Government job and other jobs. In this context, the said College has sent a proposal on 09.08.2019 to the second respondent for making a recommendation to the first and third respondents for getting equivalent certificate and the said proposal had been in fact forwarded by the Madurai Kamaraj University. 5.In this context, the petitioner has sent a representation on 13.08.
2019 to the second respondent for issuance of equivalent certificate to the degree of B.A.Psychology and Sociology awarded by Madurai Kamaraj University to the petitioner and therefore, the learned counsel appearing for the petitioner, in this context, would submit that, if the representation of the petitioner dated 13.08.2019 is decided by the first respondent, at the first instance, the second respondent, in the light of the proposal sent by the College, namely Lady Doak College and final order is passed thereon, within a time stipulated by this Court, the petitioner would be satisfied.
6.I have heard Mr.V.Anand, learned Government Advocate appearing for the respondents 1 and 2, who would submit that, the said representation of the petitioner dated 13.08.2019 would be decided in the light of the proposal forwarded by the College concerned on 09.08.2019 as recommended/forwarded by the university concerned and accordingly, final order would be passed by the respondents thereon, within a time frame to be stipulated by this Court.
7.Considering the said submissions made by the learned counsel on both sides, this Court is inclined to dispose of this writ petition with the following directions:- "that the second respondent shall decide the representation, dated 13.08.2019 of the petitioner in the light of the proposal submitted by the College, where the petitioner studied, namely Lady Doak College, 2/2
on 09.08.2019, which has also been forwarded by Madurai Kamaraj University to the second respondent and thereafter, the recommendatory report to that effect can be forwarded by the second respondent and on the basis of such recommendation, the first respondent shall pass suitable order thereon, within a period of four weeks thereafter. In this context, if any expert opinion is required from the third respondent that also can be obtained by the respondents 1 and 2."
8.With the above directions, this writ petition is disposed of. No costs.
