Heard both sides.

2.The petitioner obtained passport in the year 2013. He also wanted police clearance certificate. The petitioner submitted the application in this regard. Since it was considered, the present writ petition came to be filed. 3.When the matter was taken up for hearing, the learned Government Advocate (Crl. Side) for the third respondent submitted that Crime No.303 of 2019 registered on the file of Colachel Police Station is pending against the petitioner.

4.Pendency of criminal case at the FIR stage is not a bar for issuing passport. Therefore, this need not come in the way of issuance of police clearance certificate. However, in the said certificate, the petitioner's involvement in a criminal case shall be mentioned. 2/4
