Heard the Learned Standing Counsel appearing for R-1 and R-3 and the Learned Additional Government Pleader appearing for R2.
2. According to the petitioner, the third respondent's TASMAC Wine shop along with bar No.5234 is located at the premises belonging to her in door No.19/1, Pandiyarajapuram, By-Pass Road, Madurai, without obtaining permission or by obtaining no objection from her as the owner of the premises.
3. The stand of the petitioner is that the aforesaid premises was assessed to property tax by the Madurai Corporation in her name and she is regularly paying the property tax and also the electricity consumption charges for electricity service https://hcservices.ecourts.gov.in/hcservices/
connection Nos.Z659, Z660 and Z661. It appears that the petitioner had approached the respondents on enormous occasions in person airing her grievance and requesting them to pay the rent for the premises occupied by them for conducting their business. It appears that no action has been taken by the respondents on the representation made by the petitioner in person. Hence, she was perforced to submit a written representation dated 16.03.2016 to the respondents through registered post with acknowledgment due and the same was received. Since her written representation dated 16.03.2016 has not seen the light of the day till date, she has filed the present writ petition before this Court.

In view of the fact that the petitioner's representation dated 16.03.2016 is pending before the third respondent/The Regional Manager, TASMAC, Tirumangalam Taluk, Madurai District, without any progress till date, this Court, at this stage, simpliciter, without expressing any opinion on the merits and contents of the said representation, in the interest of Justice and Fair Play, directs the third respondent/The Regional Manager, TASMAC, Tirumangalam Taluk, Madurai District to take up the representation of the petitioner dated 16.03.2016 ,within a week period from the date of receipt of a copy of this order. Thereafter, the third respondent/The Regional Manager, TASMAC, Tirumangalam Taluk, Madurai District is to consider the representation of the petitioner 16.03.
2016 and dispose of the same, within a period of three weeks, by passing a speaking order, on merits by adverting to the averments made by the petitioner in her representation dated 16.03.2016. It is open to the third respondent to provide an opportunity of hearing to the petitioner and to dispose of her representation dated 16.03.2016 in a complete and comprehensive manner, so as to put an end to the issue.
5. With the aforesaid observations and directions, the writ petition stand disposed of. No costs.
