ORDER

Heard the learned counsel on either side.

2. The only request that is made is that the petition mentioned appeal should be expeditiously disposed of by the first respondent.

3. No exception can be taken to the petitioner's request. The first respondent is directed to pass orders on the petition mentioned appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. To dispose of the said appeal within twelve weeks, the respondents 2 & 3 are directed to forward the relevant papers to the first respondent forthwith and without any delay. I make it clear that I have not gone into the merits of the matter. It is open to the first respondent to pass order one way or other. Interested persons shall be put on notice.
