2. The petitioner's father Irulappan passed away on 30.01.2000. His death was not registered. Now the petitioner is in need of the death certificate. 3.Since the petitioner is seeking relief belatedly, it is only the first respondent who can go into the matter. I therefore permit the petitioner to submit a fresh application to the first respondent. The first respondent will conduct an enquiry and pass appropriate orders on merits and in accordance with law within a period of eight weeks thereafter
