O R D E R
This writ petition has been filed to direct the respondents 1, 2 and 4 to consider the petitioner's representation dated 05.08.2019 and also provide necessary police protection to conduct Kallanthiri Valanadu Karuppasamy Temple Avani Kalari Festival to be celebrated by all 108 Thalakattu Ambalakarars including Respondents 5 to 10.
2.The learned counsel for the petitioner submitted that out of 108 Thalakattu Ambalakarars , 40 Thalakattu Ambalakarars from Kallampatti Village, 50 Thalakattu Ambalakarars from Kallanthiri Village, 10 Thalakattu Ambalakarars from Muduvarpatti Village and 6 Thalakattu Ambalakarars from Mathoor Village and 2 Thalakattu Ambalakarars from Senthamangalam Village and except Kallampatti Thaliakattu Ambalakarars other Thalakattuthars are residing in various villages and are doing agriculture. Now, Avani Kalari Festival proposed to be held from 03.09.2019. The petitioner and his Thalakattu Ambalakarars were not permitted to celebrate the Avani Kalari Festival and also they were denied of the hereditary rights of participating in the religious festival.
There are dispute between rival groups and in respect of performing somany religious rights over the Kalari festival. Therefore, the petitioner submitted the representation on 05.08.2019 before the Revenue Authorities and request them to conduct a peace committee meeting between rival groups. After receipt of the same the Revenue Authorities keep the representation pending and did not even conducting the enquiry. Today (03.09.2019) the said Kalari festival begins and they are not permitted to celebrate the festival. 3.The learned Additional Public Prosecutor submitted that there are somany rival groups in participating in the Kalari festival. In this regard, the petitioner has submitted the representation and is pending for consideration. 4.
Considering the above fact and circumstances of the case, and without going into the merits of the case, the fourth respondent is directed to conduct enquiry on the representation dated 05.08.
within a period of seven days from the date of receipt of a copy of this order.
5.With the above directions, this Writ Petition is disposed of. No costs.
