ORDER

The petitioner, with a grievance that the complaint of the petitioner dated 06.06.2023 has not been considered by the respondents 1 and 2, has filed this writ petition, seeking a writ of mandamus, directing the respondents 1 and 2 to take disciplinary action against the respondents 3 and 4 by considering his complaint dated 06.06.2023, in the light of the circular issued by the 1st respondent in Circular No.22482/C1/2022 dated 02.02.2023.

2. This writ petition is pending from the year 2023. Though this Court posted this writ petition several times for hearing, there is no proper response from the respondents. Since there is no proper response 2/5

form the respondents, this Court, by order dated 19.02.202, directed the first respondent to appear through video conference and to explain why the complaint of this petitioner dated 06.06.2023 has not been attended.

3. Today, the Inspector General of Registration appeared through video conference and is also represented through the learned Additional Advocate General.

4. The learned Additional Advocate General has filed an additional typed set of papers and submits that the complaint of the petitioner was enquired and the same was disposed of, by proceedings dated 09.08.2023. The proceedings dated 09.08.2023 was also communicated to the petitioner and the same was acknowledged by the petitioner even in the year 2023, however, it was not placed before this Court.

5. Considering the said submission, this Court is of the view that though the petitioner's complaint has been addressed, it has not been placed before this Court, when this Court has taken cognizance of this matter in the earlier occasion. Therefore, this Court is inclined to dismiss 3/5

this writ petition with exemplary cost of Rs.10,000/-. However, at the request of the learned counsel for the petitioner, this Court is inclined to dismiss this writ petition without cost.
