: Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the respondents herein to impose relevant conditions prescribed in clause 6.3 and 9.4 of IRC: SP: 63-2004 Guidelines for the use of Interlocking Concrete Block Pavement and also as per the Indian Standards (IS) Norms for using which should be used in the paver block roads in the terms and conditions on the contract agreement entering into between the respondents and the contractors.

*********** [Order of the Court was made by The Hon'ble Chief Justice.] Heard the learned counsel for the petitioner and Mr.M.Govindan, learned Special Government Pleader for Respondents. 2.In this Writ Petition, the petitioner has sought a Writ of Mandamus, directing the respondents to impose conditions prescribed in Clause 6.3 and 9.4 of 'IRC: SP: 63-2004 guidelines for the use of Interlocking Concrete Block Pavement' and also as per the Indian Standards (IS) Norms for using the paver blocks. In terms of the contract agreement entered into by the respondents and the contractors, this Writ Petition cannot be construed as a Public Interest. More so, on the basis of the averments in the writ petition, the petitioner himself is a Civil Engineer, a Contractor and user of the Interlocking Concrete Block. The remedy, if any, of the petitioner against any substandard concrete blocks lies by way of initiation of a suit / such other appropriate proceedings, as the petitioner may be advised.
