Heard the learned counsel on either side.

2. What is under challenge is only a notice calling upon the petitioner to offer his explanation. This by itself does not infringe the petitioner's right. The fourth respondent would even accept the petitioner's explanation and drop the proceedings. If the fourth respondent or the second respondent passes any final order, it is always open to the petitioner to move this Court again for relief. All the contentions of the petitioner are left open. The petitioner is given two weeks time from today to offer his explanation before the BDO.

3. The Writ Petition is disposed of accordingly. No costs. Consequently, connected miscellaneous petition is closed.
