ORDER

Heard the learned counsel for the petitioner and the learned Government Advocate for the respondents 1 to 3.

2. Considering the nature of relief to be granted, issuance of notice to the private respondent is dispensed with.

3. All that the petitioner wants is disposal of the petition mentioned appeal.

4. No exception can be taken to the said request. The second respondent is directed to dispose of the petition mentioned appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. It is open to the second respondent to pass order one way or other. Interested parties shall be put on notice.
