2. When the matter was taken up for hearing, the learned Government Advocate pointed out that the fifth respondent has already been issued with license and it holds goods up to 31.03.2026. The petitioner has to challenge the proceedings whereby the license was issued.

3. Writ of mandamus may not survive. Liberty is given to the petitioner to work out his rights in the manner known to law. The learned Government Advocate is directed to serve a copy of the 2/4
