ORDER
Heard the learned counsel on either side.
2. Considering the nature of relief to be granted, issuance of notice to the private respondent is dispensed with.
3. The second respondent is directed to consider the petition mentioned representation and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The second respondent will put on notice the third respondent before passing final order. I have not gone into the merits of the matter. It is open to the second respondent to pass order one way or the other.
