Heard the learned counsel on either side.

2. The second respondent is directed to enquire into the petition mentioned representation and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. It is made clear that the second respondent will have to pass final order after hearing all the interested parties. I have not gone into the merits of the matter. It is open to the second respondent to pass order one way or the other.
