Prayer: Writ Petition filed under Article 226 of the Constitution of India for the issuance of Writ of Certiorarified Mandamus to call for the entire records of the 2nd Respondent bearing no. nill Dt. 30.05.2016 and quash the same and consequently directing the respondents to give permission to conduct the drama till 4.00 am on 03.06.2016 04.06.2016 and 05.06.2016 at Sri Arulmigu Kamba Kamatchi Amman Karuppasamy Thirukovil situated at Nadu Muthalaikulam Village Usilampatti Taluk Madurai District. O R D E R
This writ petition has been filed, seeking a direction to the respondents to give permission to conduct the drama till 4.00 am on 03.06.2016 04.06.2016 and 05.06.2016 at Sri Arulmigu Kamba Kamatchi Amman Karuppasamy Thirukovil situated at Nadu Muthalaikulam Village Usilampatti Taluk Madurai District.
2. Learned counsel for the petitioner has relied upon the order passed by this Court in W.P.(MD) 4848 of 2015, where-under by order dated 01.04.2015, this Court had granted permission to conduct the programme between 6.00pm to 10.30pm, subject to certain conditions.

Subsequently, in yet another W.P.(MD) No.9646 of 2016, the petitioner has been directed to make a representation to the respondents and a direction was also issued to the respondents to pass orders on the same. Based upon the representation, the Deputy Superintendent of Police has recommended the performance of the drama on 03.06.2016 04.06.2016 and 05.06.2016, but only upto 12:30pm and the said order is sought to be quashed.
4. It is alleged that having regard to the content of the drama, it may take more time for the artist to explain the story and therefore, time should be extended upto 4:00 in the morning.
5. The request of the petitioner is reasonable and whenever a drama is played, it should convey the complete meaning and not a truncated meaning. The play relating to Valli Marriage, Harichandra Drama etc., cannot be completed by 12:30pm. Under such circumstances, as there is no refusal to conduct the Drama by the respondents, the order passed by the respondents need not be quashed and it is enough to extend the time upto 4:00am.
6. Accordingly, time is extended upto 4:00am on 03.06.2016, 04.06.2016 and 05.06.2016 for performing / continuing the drama. This writ petition is disposed of on the above terms. Sd/- Assistant Registrar(CS-II) /True Copy/ Sub Assistant Registrar(CS) To:
