Heard the learned counsel on either side.

2. All that the petitioner wants is the petition mentioned appeal may be disposed of on merits.

3. No exception can be taken to the said request. The respondent is directed to pass final order on the petition mentioned appeal on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order.

4. I make it clear that I have not gone into the merits of the matter. The respondent shall put all the interested parties on notice before passing final order. It is open to the respondent to pass order one way or the other.
