ORDER

Heard the learned counsel on either side.

2. Considering the nature of relief to be granted, issuance of notice to the private respondents is dispensed with.

3. The first respondent is directed to enquire into the petition mentioned representation and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. It is made clear that the first respondent will have to pass final order after hearing all the interested parties. I have not gone into the merits of the matter. It is open to the first respondent to pass order one way or the other.
