Mr.R.Murugan, learned counsel on behalf of writ petitioner and Mr.M.Murugan, learned Government Advocate, who accepts notice on behalf of respondents 1 to 3, are before this Court.

2. After some arguments, learned counsel for petitioner seeks leave of this Court to withdraw the writ petition, but requests that the rights of the writ petitioner may please be preserved for filing a civil suit on the same cause of action.
