PRAYER: Writ Petition filed under Article 226 of the Constitution of India for issuance of Writ of Certiorarified Mandamus, calling for the records pertaining to the impugned order passed by respondent No.3 in his proceedings in Na.Ka.No.02/Na.Ka.Aaa/2023, dated 18.07.2023 and quash the same as illegal and consequently directing the respondents to grant permission and afford protection for conducting the Kabadi Tournament scheduled from 05.08.2023 at about 08.00 P.M. to 07.08.2023 at about 09.00 P.M. and for usage for mike set during the said tournament scheduled at Vaithiyalingam Cholakar Thidal, Ambathumelnagaram Village, Thiruvaiyaru Taluk, Thanjavur District. 1/4

O R D E R

When the matter was taken up for hearing, the petitioner has failed to comply the directions of this Court in submitting blueprint in respect of each and every aspect meticulously for conducting Kabaddi matches to the District Sports Authority.

2. It is directed that on submission of such blueprint by the petitioner, the District Sports Authority will scrutinize the same and only after giving its clearance, the respondents police will be directed to provide protection. However, there is no such blueprint has placed before this Court or before the District Sports Authority, instead the petitioner has submitted an application to the District Sports Authority, however, the petitioner in fact, submitted the application not before the District Sports Authority but before the Thanjavur District Amateur Kabaddi Association.

3. In view of the above, it is clear that the petitioner is not interested to submit the details in respect of tournament to be conducted. In case if 150 teams are being participated in the Kabaddi tournament, the petitioner is 2/4

expected to make arrangement for their accommodation, food, health, while conducting the tournament, but nothing is mentioned with regard to any of them including keeping ambulance in case of any emergency.

In view of the above, since the petitioner is not prepared to conduct the Kabaddi tournament, the directions sought for by the petitioner to the respondents police to permit the petitioner to conduct the Kabaddi tournament cannot be granted. Accordingly, this petition stands dismissed. No costs.
