2. The order impugned in the writ petition is sustained. The petitioner is also ready to pay the amount in question.

3. On payment of such amount by the petitioner, the first respondent shall provide fresh electricity service connection under domestic category to the writ petitioner. This shall be done as expeditiously as possible. This writ petition stands disposed of accordingly. No costs. Consequently, connected miscellaneous petition is closed.
