Prayer : Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Mandamus, directing respondent to provide experience certificate for doing quarry work for not less than 2 years based on the Experience Certificate issued by the Tahsildar, Melur Taluk on 03.11.2016 within the time limit that may be stipulated by this Court.

Heard Mr.G.M.Xavier, learned Counsel for the petitioner and Mr.Gandhiraj, learned Special Government Pleader appearing on behalf of the respondents.
2.The petitioner/T.Veeralakshmi is the Secretary of the petitioner Association, namely, Vairavanpatti Sri Karuppayee Amman Kalludaikkum Pengal Nala Sangam at Melur Taluk, Madurai District. The list of the members of the society has been given as a document filed along with the writ petition.
3.It is stated in the affidavit that the respondent/District Collector, Madurai had issued a Government Gazette Publication, regarding blue metals quarry lease on 02.08.2016 in Government poramboke land. The registered self-help groups were given preference for the lease of the quarry. When the petitioner Association wanted to apply for such lease, they were informed that the members should get Experience Certificate that they have done such quarry work for not less than two years. It is claimed that the members of the society have actually done quarry work for more than 25 years.

W.P(MD).No.19291 of 2021 4.On 03.11.2016, the Tahsildar of Melur Taluk has also issued a Certificate to the members that they have done quarry work for not less than 2 years. Similar certificate has to be issued by Collector of Madurai District. In this regard, representation had been given on 04.11.2016 and further representations had been given on 27.12.2017, 24.01.2018 and 28.08.2021.
5.In view of all these aspects, a direction is issued to the respondent/ District Collector, Madurai, to examine the representation of the petitioners aforesaid and the petitioner may also forward copies of all the said representations to the Office of the District Collector on or before 10.12.2021 and on perusal of the same and on making necessary enquiry, the respondent may issue such Certificate as is required, on or before 10.01.2022. 6.With the said observation, this Writ Petition is allowed. No costs.
